-Any character who is capable of casting spells can attempt to counteract a spell being cast by another character. In order to counteract a spell, the character must have a spell or ability that is of the same school as the spell being cast, and must be of equal or higher level than the spell being cast.

If the character's caster level check is equal to or higher than the DC, the spell is counteracted and has no effect.
